Graceful cherry-blossom theme, use of kimono and her ghost cap, her fan and the butterfly aspect of her power make her overall a magnificent girl. She's even canonically said to have a disarming beauty.
the only character with stronger visual theming is Utsuho, but she's held back by a weak colour scheme and is honestly a bit of a mess despite her individual design elements being inspired as fuck
tenshi has both strong inspiration sources and vibrant colours but isn't as off the wall and creative in her implimentation as clownpiss and okuu

She's an inspired blend of greek mythology, american iconography and modern conspiracy theories and all those conflicting elements still manage to exist together with purpose and as a consistent part of the setting and story. A++, Zun's masterpiece.

I guess the more pleasant the design the better looking (at least to me). So most of the lollitas and the obviously eastern ones, without much wierd or silly stuff attached.
Patchouli, Alice, Yukari (only her pcb look), Yuyuko, Akyuu, Kaguya, Yuka, Medicine, Eiki, Minoriko, Hina, Iku, Tenshi, Rin, Seiga, Wakasoggyhime, Kagerou and Junko have all very pleasant designs and can look really gorgeous in fan stuff.
Parsee, Eirin and Byakuren too but their designs are wierder.
Definitely not the tao trio, seija, nue, raiko, most of SA and most of lolk they look ridiculous.

Kaguya is an otherworldy beauty, Yuyuko is one of the few characters explicitly described as beautiful, and she is!
