But she pretty much got her ass handed by all of the relevant characters from the old canon.
Mima and Yuuka even say she's rather weak for a god in their endings.
Shinki is the weakest of the 3 main final bosses from PC-98. And there are no "muh spellcard rules" argument that can help denying it.

If all it takes to be declared definitively stronger than someone else is a single victory, explain PoDD, where everyone beat can everyone else. Or Marisa's path in LLS where she beats Reimu despite losing to her in SoEW. According to your logic, and the logic presented here >>16605065, such things are impossible before spellcard rules were introduced. Being stronger is no more a gaurntee of victory in pre-spellcard Gensokyo than it is in post-Spellcard Gensokyo. Losing is just typically more fatal, and battles more destructive. I mean, I don't see the final battle with Mima or Yuuka destroying an entire city.
