Technically Yuyuko and Yukari were friends for way longer, but we don't get to see a lot of what they actually do together. So as for closest friends, from what we can see in canon material, Reimu and Marisa are the closest BFFs.

That's the only pair of pals we are ever able to see in the canon works. Many 2hus are probably better pals than them but we won't get to know because these two get 98% of the screentime in all works.

Yukari met Yuyuko before she died and befriended her.
After Yuyuko became a ghost, Yukari just stuck around.
And that's the way it is.

Keep in mind that Yukari and Yuyuko were friends when Yuyuko was a human and then became friends again after Yuyuko became a ghost with no memories of her human life. There has to be something special going if the same friendship happens twice just like that.

I'd say it's more of a non-issue; things like Daiyousei being Cirno's friend doesn't concern ZUN as much as Lily White/Black does.
So there might be a fairy that looks like Dai-chan canonically, and she is also a friend of Cirno, but it won't be anymore than a random fairy.
