For BBVs, Fusous/Ises Kai and Fusous Kai 2 had pretty close results. I'd think any differences are just due to experimental error.
For slow BBs, it clearly applied to Nagatos. Whether it applied to Fusous/Ises pre-Kai I'm not sure, but seeing that slow BBs had slightly worse fitness than BBVs it's plausible.And Warspite isn't in Vita either.

And that's after removing the 16in and 38.1cm, because 16in's fitness wasn't listed in the datamine and 38.1cm wasn't even in the game. Someone post the image again because I'm busy Orel cruising for fuel.

The problem is that early ships still have inconsistent stats. For what purpose does Yukikaze have kai 2 stats? Nagara and Kuma turned out to have the wrong stats.
