Two reasons come to mind:

First, Medicine's poisons are so strong that even youkai are affected by them, making it dangerous to get close to her, let alone capture and subdue her long enough to study her. It's more trouble than it's worth.

Secondly, Medicine isn't just a doll, she's a youkai. How she acquired sentience is fundamentally no different than what happened with the umbrella or masks that became Kogasa and Kokoro, and probably not what Alice is aiming for.
