No, she muses that "it's said" that you could end up becoming a human-turned-youkai (jinyou). She also writes that "it's said" you may or may not actually have fortune or misfortune befall you, maybe you're more likely to come across more strange things but maybe not, and there's no way to see if her ability is actually doing anything.

The whole thing is written to make it seem as if she has this power but also words everything in ways to undermine it completely, potentially on purpose. It's also entirely within Remilia's personality to make an ability up that is supposedly super-powerful but is completely unfalsifiable, claiming that she manipulated the fate of something after the fact.

You can make a decent argument in favor of it. Flandre says Remilia doesn't have that power, there's no compelling evidence that Remilia's ever done anything with it, and making up abilities that make her seem cool, mysterious, and powerful fits Remilia's personality perfectly. It wouldn't be the first time Remilia's lied about something like that.

It's not nearly enough to prove that she can't manipulate fate, obviously, but surely you can at least see why people entertain the possibility.

Yuyuko's backstory is about her committing suicide out of being afraid of her power to kill the people around her. She was also appointed mistress of the Netherworld due to her ability to manipulate dead spirits, which is what originally evolved into her inviting death. Her profile also notes she began to enjoy inviting people to death, which predicates that she can. She hasn't been explicitly shown to use her abilities anywhere but they unmistakably exist.

In Imperishable Night she immediately killed Mokou. Well, it's either she killed Mokou and Mokou came back, or Yuyuko's death ability just doesn't work at all against Hourai drinkers. Anyway, that's the one time Yuyuko actually brought her insta-death into play.

Outside of Satori I can't think of a 2hu that has just her racial abbilities as their abbility. And given that Flandre has one, it would make sense that Remilia has something extra aswell. But we can estimate the limits of it, should it exist. If she could freely manipulate fate, then why would she lose to anyone, she could just manipulate the world how she sees fit. If it exist, I assume it would be way more subtle in effect and how she can use it.
The meteor incident is probably one of the few cases in which remilia claims she used it, stating that both the meteor falling at that time and Flan being there to destroy it was fated. So it either was completely random, all staged by the SDM or actually Remilias power in action. The first being a really low chance occurence, cause Flan isn't outside much anyway. The second is a bit weird, cause if they all staged it, why have Flan destroy it and not just make it so remilia can destroy it and look strong. The third leads to multiple possibilities, either Remis power causing the time the meteor came and Flan to be outside to be fated to come together, her having knowledge of future events or her abbility causing this chain of events for some other purpose. If they simply knew when it happened, it would be an easy task to have Flandre outside at that time, but Flan says that the whole fate thing is bullshit, so unless she lies I don't think she herself thinks she was guided there in a noticeable way. So the other two are either Flan being the fated solution to the meteor for the purpose of defending the SDM. The other being that it all was for a greater plan, with the question being for what purpose. So one could look at who benefits from this incident.

Uff, lots of text. My opinion is that Remis abbility is some Jojos bizarre adventure tier confusing power, something that can't be perceived when it's used and with specific restrictions. With the goal and the way to reach that goal being outside Remis control. Also a healthy dose of Remilia acting high and mighty with it. Given that Sakuya is a dio spinoff, Remilia being Jojo inspired would make sense.

There also is that her spellcards tend to be much more RNG dependant, so one could say that wether you capture it or not is decided by fate.
