In Touhou, "mahou" (the word that's usually translated as magic) is based on The Scientific Method (i.e. gaining knowledge through research and experimentation), and those who practice it are called mahou-tsukai (magicians).

Stuff like Mokou's fire manipulation isn't considered magic, even though she had to learn how to do it. If you play D&D, it would probably be classified as psionic.
