I think they're just threatening that, it's not all that easy to enforce. Deleting all duplicate IP votes means deleting the votes of all university students and people who happened to be on public or company wifi when they voted. Cell phones also don't have unique IPs, so they'd need to sort out all of that also.

They'll most likely only cancel votes where hundreds came from the same IP range, and that'll stop the Chinese, but probably not effect western fans who would be using different public and private VPNs than the Chinese.
