Aki Sisters: 3/10, they're important for non-combat stuff related to food, seasons and harvest in Gensokyo, but lets face it theyre kinda boring and pathetic in combat
Hina: 8/10 GU-GURUGURUGURUGURU literally how could you hate Hina's glorious spinning?
Nitori: 9/10, I'm a /g/tier tech autist in real life, so she appeals to me. -1 for that Monster Cucumber spell's late lasers that are a pain in the ass to track and dodge.

Time for the elephant in the room.

Momiji: 7/10. Like Flandre and Reisen Momiji the canine sword tengu is inherently cool, b8 for newfags to the series and overshadowed by dank maymays. In canon she's fucking nobody. Her attack in MoF is a pain in fhe ass for all the wrong reasons (still trying to dodge previous fairy bulletstorm when Momiji begins her own)

Sanae: 9/10. I like Sanae, she serves as a good foil to Reimu at the center of Gensokyo serving gods she's on a first name basis with. I love her fanon portrayal as a troll and a slut, IMO purity is overdone these days.

Kanako: 10/10. Goddess Kanako needs your faith. Kanako wants to make Gensokyo great again. She wants to power Gensokyo with nuclear fusion and show the moonbitches who's boss. Kanako loves snek. Kanako always chooses to adapt and make the best of a bad faith situation, in ways that don't totally suck for the rest of Gensokyo.

Suwako: 9/10. Arguably Sanae ane Kanako's true power source. There's much more to her than meets the eye. I don't really dig the whole frog motif, but that's just me. So sad she doesn't even believe in herself.

Might as well include Tenshi after hitting just about every other relevant 2hu:

Tenshi: 5/10 Tenshi is a spoiled little shit who did nothing to earn her place among the celestials. She's like Rich Kids of Bhava-Agra, getting so bored with heaven that she decides to start an incident for fun while those on Earth can only gawk at her in jealous disgust. Design and power is cool though.

Rinnosuke: 8/10. No seriously, I'm not even mad. Instead of writing self insert haremshit onto the only noteworthy male in Gensokyo, ZUN wrote a compelling and eccentric shopkeeper who stands on his own as a character. He answered the question "are there males in Gensokyo?" about as good as you could possibly do it.

Koishi: 7/10 9 Newfag b8 like Flan, Reisen, and Momiji, for reasons I'm not even sure why. Autism? She has no conscious mind, and nobody ever remembers she exists. Kind of sad really.

Byakuren: 10/10. Byakuren is one badass Buddhist. You wouldn't expect one to be so actively involved in magic and combat, but that's Byakuren. She's pretty based.

Clownpiece: 9/10. Clownpiece, like Mokou, is adorable. You gotta feel bad for a girl raised in Hell, but she stays pretty cheerful. Really fucking powerful for a fairy, makes me wonder if Hell fairies are the same species as fucking Cirno.
