Either Akyuu or Kosuzu. Akyuu is sickly and logically should be weaker than Kosuzu, but Kosuzu is always getting knocked out by everything from youkai to wind.

Minoriko Aki is a harvest god (you can see that right on her skirt, dumbass op.)
Shizuha Aki is a god of autumn leaves, so it's her job to insure that all the leaves change color during fall, which is actually a pretty big job if you think about it.
Still, both of them are fairly weak in terms of combat, at least according to Reimu. It is possible that they were holding back (à la Letty), but I wouldn't bet on it.

Still, they have a important jobs, and they don't have powers that're actively detrimental to them. That already puts them ahead of Rumia.

The three light fairies are objectively the weakest named Touhous.

They were strong enough to challenge Cirno after training for a while. While Cirno isn't that strong, she's certainly on par with low level Youkai like Mystia. They are possibly the weakest danmaku using beings in Touhou, but they're still probably more powerful than the low end humans, like >>16123068

Cirno is actually very strong and limited mostly by the limits of fairy intelligence, which she more or less also pushes the limits of. Also it took all three of the fairies working together to still lose to her.

In terms of the light fairies actual power, it's doubtful they're stronger than even Kosuzu as fairies are basically the stature of children and more or less weaker than them. Danmaku isn't some super deadly weapon in and of itself (Kosuzu could throw books and balled up paper at people and call it danmaku, it's not all magical stuff.) and they certainly don't have much physical strength.

Her powers are fully under her own control. She's incapable of seeing through it the way she keeps it, but she could make it light enough to see through it if she wanted. See Ayu's interview with her. The ribbon is just a ribbon that she can't take off and nothing more.

There's no indication that she's much stronger than a low level youkai, and the fact that she's treated like a weakling practically every time she shows up doesn't help her cause.
And that's not to mention that Clownpiece doesn't seem to be any more intelligent than Cirno, and she's still light years beyond her.

Because she's a fairy. She's nothing to the protagonist or any important character, but she she's still not that weak and has a pretty strong power that if she were able to be more intelligent could cause problems with. Also anyone could probably physically beat her up, assuming she didn't freeze them solid.

Rumia possibly has the strength of a small dog. Without bringing up the whole ribbon charm seal thing.
Memfairy can hold her own against a disinterested Witch Bitch in a danmaku battle.
Akyuu and Kosuzu have really useful abilities though.
The graverobbing barbarian has one of the worst abilities, but has normal to above average endurance if that matters.
The humans ultimately have the biggest power of Genokoyo to the point where almost every youkai community has to provide their part in sustain the population. (Which is why Jinyou was a big treat.)

The best possible answer for the least important, most useless and nonexistent power or stamina is probably Druggie Kun.

Minoriko is a fertility goddess though (in almost all religions and pantheons "harvest" and "fertility" are indistinguishable) and that usually earns one a high spot on the pantheon.

They make it pretty implicit that she just blesses and/or "curses" crops, even though I agree the symbolism matches.

But yeah, Shizuha is envious of Minoriko's popularity due to her influence being more relevant to human life, while Minoriko is envious that her sister can make things so beautiful.

I've always considered Kogasa the weakest, although she's an extra stage midboss.

Not the most useless anymore, though, and her sheer loveliness precludes her from being irrelevant.

Take what Shikieiki said to her seriously. Well, rather than "on that level", she's approaching it. If she goes any farther, she could go from fairy to youkai through sheer will. She might've kept pushing it had Shikieiki not made her aware of death (if she became a youkai, she would lose her fairy immortality) which scared even her.

So the fandom interpreted that as "the ribbon is a power limiter that was put there to conceal Rumia's true power!", to the point where this interpretation has become stale and overdone.
