I think the problem lies not in Kiyoshimo herself but in the contrast between her and other gumos who lag far behind senkan in popularity.
Actually, when you think about it, it's perfectly understandable (even if somewhat unfair). Gumos are trophy DDs without elite stats (unlike Kazes or Ducks) so their popularity is rather low by default but Kiyo has the BB gimmick which makes her stand out so it's easy for many artists to draw her, include her in comics and so on.

Gumos however are just random drops from event maps meaning most of admirals won't get them or if they do, it will happen late and accidentally. Parsley ships other than Tanikaze also look much better but this one is subjective. What is objective however is that Gumos are all kinda similar to each other so people just treat them as a big family and as a result don't exactly care about individual girls, opposite to how Kagerous work.

On the other hand there are hordes of people who have Isokaze or Amatsukaze as one of the most wanted event drops. Recently Hagikaze and Arashi also rank pretty high on the lists of trophy DDs judging by these threads.
When a new admiral does his first event and gets Urakaze or Hamakaze as a new entry he goes "holy shit, she's great, I'm so happy I got her" but when it's Kazagumo or Hayashimo it's "oh, I guess she's kinda nice, one girl off the list". Do you see the difference?

I like Yuugumos slightly more than Kagerous overall but reality is harsh and I can't say I don't understand the majority. Some of Kagerous are really nice and/or pretty.

I think for Hayashimo I want to say it's her personality. She's not as boisterous as Kiyoshimo, Asashimo, and Naganami, plus she has that "awkward mystical girl" aura that she gives (hair over one eye, soft spoken, etc). The recent artwork I think did help though.

In theory yes but it's also kinda different. It's hard to explain it and I won't give you definite proof which get often overvalued in discussions like this but I do notice difference in nuance. I don't know, maybe it's Fujikawa's art being being just solid and not spectacular, maybe something else but I feel like gumos don't evoke nearly as strong emotions. I'm also pretty sure they have lower droprate than Tittykazes do on 2-5. One other thing could be fact of gumos also dropping from "normal" maps like Orel and 5-4 while Urakaze and Hamakaze are usually gotten from 2-5 which feels very special for new admirals. Alternatively if someone is lucky he gets Hamakaze from 2-2 where she becomes the first trophy ship, boosting her status in the fleet. Sure, Orel is early too but people rarely go for S ranks on 2-3 when 2-2 is much easier, has higher boss encounter and gives better drops on average.
Or maybe it's the case of Makigumo and Yuugumo not being different enough from common destroyers? Tittykazes surely stand out with vivid blue or silver hair color, rocking body and unique voices. Naganami just feels weird at first with voice not matching the art and strange hair so while she is a great girl, I can easily see people leaving her at lv1 for a long time and focusing on other ships.

The maps other Yuugumos drop from aren't S ranked nearly enough for people to actually get them there so they might as well not be in the drop pool for majority of admirals.

All the Kagerous have very distinct and simultaneously over-the-top personalities. It makes it easy to create fun combinations and interesting situations, and since a lot of "fan favoritism" comes from comedy, the Kagerous are neatly suited for it. There are probably more comedy sketches for any given Kagerou-based destroyer division than the entirety of the Yuugumo class.

Having few pairings, few memes, and a pretty reserved cast of sisters means that things were hard for the Yuugumo-class right off the bat.
