Not sure if this is relevant, but Berserker Elizabeth from Extra CCC has an E in Mad Enhancement.
This results in her being crazy (well, crazier), but still being intelligent enough to hold conversations.

In fact, isn't there another Berserker who's not the "fucking bonkers" type? Nightingale something-or-other.

There are several other Berserkers sitting at EX rank mad enhancement, and even a couple sitting at E now. All of them are capable of coherent thought, but EX mad enhanced folk can only perceive the world through their filter of insanity, even if they aren't raging. E ranks are not mad, but a little off-kilter from normal folk. Kintoki is childish and Beowulf is a fight-addicted meathead.

Addendum: while Caligula has A+ mad enhancement and is an incoherent berserker most of the time, when approached by someone with the spirit of Rome, his rage may end, temporarily removing his mad enhancement entirely.

The answer is because it's fan service and that's all type moon does now (previously it was only 95% of what they did).
