DDC outside of those living instruments have some of the better "named average youkai citizen of Gensokyo" 2hus, with Sekibanki, Kagerou, Wakka Flocka Hime, Seija, and I guess to an extent Shinmyoumaru, but she's mainly living in that flying upside down castle again nowadays I think.

It would have helped if the Tsukumo sisters and Raiko had some kind of closure. As for Waka, Kageroo and the Banki, we more or less know where they are and what they're up to (or more accurately, what they aren't). Seija and Shimmy Mayo get their closures in ISC and the manga respectively, after a fashion. The Tsukumos and Raiko are kind of up in the air, though, besides a vague "Raiko had a plan, y'all."

What's even worse is that Tsukumogami kind of are part of the "average youkai citizen of Gensokyo" group by now, what with Kogasa, Kokoro and all the other unnamed youkai we've seen many times.
