I don't really know the specific reason, but it's mostly limited to public schools. Catholic/military/boarding whatever types still have them more often than not, at least where I grew up in the east coast.

I'm pretty sure most school buildings are intentionally designed to avoid having classrooms without windows.

Back in high school even the basement level rooms had fairly large light shafts or windows partially rising above ground level.

Even at university some of the auditoriums built into the center of a side building manage managed to have windows because the it was built in a tiered fashion so they could have some in the ceiling/upper walls. The smaller lecture rooms were pretty much like regular classrooms.

Only a small fraction of rooms was windowless by necessity because they were underground at the rear side of a building built into a hill. And those rooms were used far less frequently.

Private schools do have uniforms, and I hated how testy they were when you didn't follow dress code to a T. Sweaters were mandatory until like the middle of fucking May even though April frequently had days that were pushing into 70s. Also no shorts. Some girls did not like the skirts and opted to wear pants part of the boy's uniform, even when the weather got warmer. Also, western schools are very boring/plain with their uniforms, and the high school I went to hasn't changed their uniform in at least 15 years, judging from how my brother and students today have the same type of shirt+sweater which are the only two articles of clothing that state the name of the high school on them. Public schools don't have dress codes because people usually go to those types of schools because their family is poor as hell or not willing to spend money on an institution that provides a serviceable education.

I hate the idea that windows are distractions. Windowless classrooms have a depressing as hell atmosphere to them that really kills the mood with how dreary having no source of natural lighting was. I always thought that the best setup was having windows in the back of the classroom. The only time windowless classrooms are acceptable is if the room is a large auditorium or a laboratory, and even most of those have windows.
