if you failed any of these steps they have zero chance at being cared about

I blame ZUN. She was talked about a little after DDC and was regarded as "cool" with a decent theme, but there wasn't enough follow-up to keep her relevant.

I guess the simple design didn't click with people, but I like it too, plus her smug face is one of the best from the whole series

Wait people didn't like Raiko? Her design is easily one of my favorites in the series, and I love her drum schtick. She's super chill too and her fight was fun with a memorable theme.

10/10 would go see at a concert.

I won't say the entirety of DDC was memorable but honestly Waggysaggy, Sekibanki and Kagerou were some of the most memorable early game bosses in the series for me. I'll never understand the hate.

For serious answer, ZUN need to at least give more info about her.
Manga appearance would only help a bit. Game appearance would give her quite a boost, but not something like ISC where there are ton of bosses.
Playable status will skyrocket her popularity, especially with design change, even if it's just in fighting games.

Otherwise, we can rely on fans to make good doujin or memes.

in the case of those two I go by hair length ("Not" Benben hasn't got hair that long) and tit size ( Shizuha Aki hasn't got that much of one).

I had a spare Raiko around. A little something of her rminds me of Don Henley, and not just because of them being drum related, I suppose it is a fiery stage somehow when they are involved.

Pretty much her looking like Yuuka, the people she has ties with are rather weak in popularity and that there isn't anything new about her. I pretty much know nothing about her outside the 'lol she is a taiko drum' thing.
