If you can get your hands on a 3D printer, making a mask should be relatively simple. You can get a cheap one for much less than purchasing a head on its own, you can customize it 100% to your liking, and you can make many more after the initial investment.
It's something I plan to do in the future, at least. I can sculpt, but I don't like how much clay and silicone I'd be wasting in the long run.

What I'm not experienced in is the technical aspect in building a mold and casting. Here's an interesting little tidbit.

As much as we wish Disney would use kigurumi-like masks for character we'd really like kigurumi-style for (such as the Princesses), the closest to an actual Disney "kigurumi girl" is this Tinkerbell.

According to my sources, unlike the open-face version seen interacting with tourists, this one is decked out with a hadatai and kigurumi-like mask (of course, the quality of it seen from the photos would make wyu look like Sigma or RINS; I haven't yet found a photo of it actually up close). This is one is used specifically in the Fireworks night shows for Disneyland.

The costume and mask serves two main purposes: 1) Make the face look more like the animated version (bad quality from photos but I have yet to see how it looks like upclose), and 2) To protect the wearer's face from any stray fireworks or the discharge of fireworks shells fired near the castle. So why here in Disneyland and not the others? Because the other parks have plenty of open space between the castle and the rest of the park so there is no danger of stray fireworks hitting the performer as they go down a zipline.

Of course, many disney fans think this masked Tinkerbell is something out of a horror movie. But I think (if the mask is better made) it's awesome. Finally, we kig fans get some representation of a kig girl in official Disney.

They do look a bit more fish-eyed than usual in that pic, which leads me to believe that might be a function of the camera angle, or even the camera lens. The only way to be for sure, is look at other pictures from different angles of those same two kigs and see if you think the same. And also consider that those masks are basically exactly the same as all the other ayames out there, and if you find that those other ones look ok, than the derpiness you see in this picture, might just be in this picture.

It was a blank Nukopan that was donated to me by someone who no longer needed the base shell. It was sent to Charming Kitsune studios, who gave it the wig/eyes/everything according to the design sheet I provided. So I couldn't really give you an estimate, sorry.
