I think they're not allowing it because they want you using the gun to have a trade-off. You get long range on a ship that is medium or short range, but you get lower accuracy as well. How useful that long range actually is, is dabateable.

He only needs to compare the guns to each other. The absolute values don't really matter, only whether a significant difference is observed.

Now, to find the accuracy gains Zara-class gets from using pasta guns, as well as from using nip guns, that's something worth testing, because you can carry the results over to future tests. To do that, it's 1a + 1b + 1c. He's already two-thirds done so he might as well go all the way.

Besides, in any experiment, having a control group is generally something good to have. In this case, the no gun test will have at least this role, if nothing else.
