You don't need a permanent residency to live there legally, all you need is to apply for a visa and renew it every year, which really isn't as big of a hassle as it's made out to be. You just present a bunch of documents that you work/have a company there and it's done, the only way your visa will ever be denied is if you have a criminal record or if you don't meet the requeriments. Iif you ever truly meet someone that works in the visa ministerium and that just dislikes you for whatever reason and gives you a lot of trouble (happened to me once), just drive to the next big city and do the application there, it's that simple.
If you have a networth of 30+ million yen (ofc most of us can only dream of that) you can just live there permanently, renewing your "Long Stay for sightseeing and recreation" Visa.
For a business visa, you need to invest 5+ million yen (a more doable ammount desu) and have at least 1 employee.
