No not in ZUN-verse, they're considered different species of supernatural being apparently.

IIRC Ghosts are anchored spirits basically indistinguishable from a human other than being very cold to touch. They have a physical body and only real other difference is they are usually supposed to be emotionally unstable but Yuyuko is basically a outlier in that she is a perfectly emotionally healthy ghost with no lingering thoughts. Soga no Tojiko is a example of a traditional ghost with her sudden moods of anger and Murasa too with her instinctual urges to sink ships.

Meanwhile Phantoms are disembodied incorporeal spirits which just drift randomly all around the place and are ice cold. Again Youmu is a outlier with her half phantom status, also means her phantom half is actually warm like a human whilst her human half is cold to touch instead.

There are already tons of things in Touhou like divine spirits, vengeful spirits, etc. which you'd have to explain are not actually types of spirit.
"Spirit" is often used as a translation of "kami" by people who cannot into polytheism. There's also kitsune being translated as "fox spirits" and so on.
And if you want to get into the distinction between "body, spirit and soul" then Youmu's spirit is in her body while her soul is outside.

tl;dr - when literally every non-human character in Touhou could be described as a spirit, calling something a spirit does not make things clearer.
