The leftover 1drum can be carried by either DD(AACI+1drum), Abukuma(1drum+kaiten sub) or the green hair prostitute.
Fill the rest of your slot with Soryuu and other carriers or if you choose to, you can bring your monkeys or bob squad.

Basically if you have a Ooyodo/Yuubari drum mule in the fleet, your flagship can be anything.

So you need 66 for safety upgrading.
10 screw cost you 700 yen so you need 7000 yen to complete upgrading which cost as must as 10 rings.
