Going by the current damage formula which says that the armour roll within the range all has the same probability, the boss has 208 armour which can absorb a minimum of 208*0.7 = 145.6 damage, and a maximum of 208*1.3 - 0.6 = 269.8 damage (so 145.6 + 0.6r where r is a random number from 0 to 207; according to wikiwiki the probability of r being any of the numbers is the same, so 1/208 in this case).

In your example, Jintsuu deals 232 damage per attack in DA so with double crit it's two 348 damage attacks. She needs to deal a total of 390 damage to sink the boss. Each attack needs to deal an average of 195 damage. To deal 195 damage per attack the maximum damage the armour absorbs must be 348 - 195 = 153 on average. If one attack has a perfect roll (r = 0) then it deals ⌊348 - 145.6⌋ = 202 damage, which means the other attack must deal 188+ damage i.e. damage absorbed must be 348 - 188 = 160 damage i.e. r ≤ 24.
From pic related, the total probability of sinking CA hime is thus (1*25+2*23+2*21+1*20+2*18+2*16+1*15+2*13+2*11+1*10+2*8+2*6+1*5+2*3+2*1)/208^2 = 315/43264 ≈ 0.728%. And that's assuming double crit.

Now compare it to a torp cut-in, which in your example deals 297 damage per hit at base. With crit it's ⌊297*1.5⌋ = 445 damage. 445 + 297 is already more than 348*2, which means that even one crit in torp CI is enough to have a chance of oneshotting the boss (and with more relaxed armour roll requirements at that), never mind two crits. Maximum effective armour required if one crit is (445+297-390)/2 = 352/2 = 176, which is at the 76th percentile for armour rolls (since [(1.3 - 176/208)/0.6]*100% = 75.641%). The chance of a CI with one crit oneshotting the boss is slightly higher than 6%. That alone already more than makes up for the lowered chance of cut-in proccing.
If it's a double crit, assuming the worst possible armour rolls, (⌊445-269.8⌋)*2 = 350, which means that the chance of failing to sink the boss with a double crit is extremely low; while not as low as 0.728%, it's probably around 6% or so.

There can only be so many ships not being prime boss killers. I'd rather the role be given to a BB instead since APCI is at least useful in the day compared to, say, a CL's daytime double attack.
