I think it's more to do with sheltered Americans/Europeans running into the general xenophobia of the non-western world for the first time. Japan isn't that much more racist than Korea or China or Taiwan, or any other Asian country for that matter.

Although things heat up after work hours, before that every single one is a ghost town. That said, they are still a ton of fun when they are poppin'. I've only seen the current Akiba, but from talking with friends who have lived in Japan for a long time and saw Akiba in its heyday, it seems this is how it breaks down:

"Old Akiba":
50% latest technology/gadgets
20% video games
20% anime/manga
10% porn

"Current Akiba":
70% porn
15% moe related goods (including figures)
10% tech
5% games, misc.

That's my take on Akiba, anyways. It's a big town, so there is a decent amount of everything, but it has essentially become a hub for porn/porn goods. Akiba is still called the "Electric Town", but it certainly doesn't live up to that name anymore. Still cool to visit though.

It still has way less problems for tourists than many other places really.

When I compare countries I lived in (for several years) or I visited a lot (3+ months), Japan is at the bottom of the list when it comes to "problems".

Security/safety issues? Non existent. Chances to get ripped off? Almost non existent. Transportation? On time, clean and fairly cheap compared to some other developed countries when you consider the level of service you get. Food? Cheap. Accommodation? Cheaper than London or Paris. Post office/deliveries? On time unlike fucking Royal Mail losing 1 out of 10 parcels or French Post which is even worse. Toilets everywhere that are free and rather clean. Coin locker everywhere so I can buy shit without having to worry storing it.

Daily life as a tourist/temp visitor is extremely convenient compared to others countries.

Compare a city like Tokyo with Paris:

Train are fucking disgusting and often delayed on top of being expensive.
Lot of security/safety issues when you go to certain areas.
Tourists constantly get ripped off (especially Japanese ones).
You're hungry and it's 2.30am? Too bad no 24/7 shops, wait until tomorrow morning.
Service you get in hotels/restaurant is fucking garbage for the price you pay.
Free toilets? Haha goodl uck. Even finding paid one is challenging.

And London is barely any better.

So maybe Japan has some problems, but as a tourist it's literally Disneyland in the open world. And that's when comparing it to developed countries capital cities.

How clean?

In my city's main library, the public toilets get figuratively and literally shitted up hours after they've been cleaned. People throw their trash on the floor, piss on the floor, throw paper towels in the urinal and sinks, smear shit in unlikely places, and leave alcohol bottles on the floor. It's not uncommon to have to summon security to take away some hobo or schizo who's taken up permanent residency in one of the stalls. The junkies seem to have left though, or have become more discreet. At least we've not found any needles in a while.

HEY arcade is a lot better than any of the club segas (unless you are into melty blood, in which case only one of the club segas has it in akiba, and I dont even know how I could describe which one it is there, because theres so many).

Leisureland is also really nice, not the one in Don Quixote though

I personally liked Melonbooks best (right below HEY Arcade in the same building) and Toranoana because it seemed like they had the most manga you could actually preview, Kotobukiya is also really cool for various merchandise
