What's the issue here?

Yukari is merely expressing her friendship in her own bizarre way because she's afraid of being hurt if she opens up. So she fake plays this cat & mouse game with Reimu, but Reimu doesn't realise that she's actually the cat and Yukari is the mouse who wants to be caught.
