Have you tried changing DNS? Everytime that goddamn APCN2 cable breaks, our ISP puts every user on selective browsing which mainly affects connection Western sites. If DNS can't at least mitigate it, VPN may but then again I'm not really well versed in technical details like this so I just wait it out.
You can try SoftEther though for public VPNs if you want. Private VPNs are mostly paid.
