This is good question. The problem is that while flats are privatised the buildings and surrounding territories are owned by nobody. It will take peanuts to more or less put this neighborhood in order but nobody is doing that. The territory is owned by municipality and they are usually dirt poor because all money are channeled to federal government to avoid them being stolen locally.

The owners of flats can't organise themselves either: there always will be significant part of free-riders or just poor people who'll refuse to pay even moderate contribution and the rest would refuse to subsidise them.

If there were other people they would perhaps do something one way or another but Russians are used to living in shit after decades of socialism and will do nothing.

The situation is very slowly changing with new condos where owners unite to create some organisations in charge for maintenance. But the commiblock as in OP picture will always be in shit until they collapse. It is very sad.
