can you even be considered first world if you aren't obese

I find it hard to believe that countries like; France, and Belgium, and especially Mexico are under 25%, if they use the same standards as the U.S. that is. (Where being even 1 lb over the average weight is considered just as obese as someone who weighs half a ton, by this standard.)
