Paul Verhoeven is the only Dutch person that can make decent movies (Total Recall, Robocop, Starship Troopers, Basic Instinct).

90% of the Dutch movies are shitty comedies or WW2 movies.
Paul Verhoeven also has a couple Dutch language movies but 2 of them are WW2 movies.

Right now the Brits, France and Italy are historical powerhouses and do have more impressive catalogues. Special mentions would be Spain, Sweden and Poland. Germany and the Netherlands have some very awesome movies but few and far between. Pretty much everyone else in Europe is THE one movie from X country or their ONE aclaimed talent (eg Kusturica) yes, I might be missing someone here.

In Spanish speaking Latin America it tends to be Argentina and Mexico, the Argies do make some nice arthouse movies but Mexico's got the the best horror, expolitation genres and a lot of very awesome classics, by far the best catalogue. Colombia has made a couple of decent action films and I think Chile does good humor. Again, same as with Europe, I might be missing someone but I think this is it.
