No, Central America should unify, together they'd be a country with a population the size of Colombia or Argentina, strong enough to be influential and fend off any outside threats. They can combine their strenghts, make Guatemala the political capital, Costa Rica the educational and media center, Panama the financial engine, etc. A EU style type union, with the Dominican Republic added to the group could turn them within decades in a region with a high living standard, peace, influence, etc. They would become a very rich and culture. As these things go, even tho their path is clear, they are their own worst enemies, Panama and Costa Rica especially have become complacent in their success, but we Mexicans should support and encourage their union without jealousy or any pretense of participation, we do owe them that much as along with Colombia we've never been responsible towards this region as our historical duty should have demanded.

South America is their own thing and we should stay out of their way, we can't play favorites and other than helping balance things against Brazil we shouldn't try to pick winners and losers. If there's any region we should work with is the Caribean and particularly Cuba.

As for North America yes, no union will ever be possible with the US, other than trying to work more closely with Canada we are destined to stay apart from integration projects until the time comes Latin America as a whole is ready to follow on the EU footsteps. And then we need to be careful to allow our "special" relationship with the US ruin things for us as it did for the bongs.

For integration and mutual benefit, Cuba is in a special position much like ourselves and we want to avoid their becoming Puerto Rico part 2 once the current regime is out of power.

In more prosaic terms they're a natural market forn us and much like Central America a sphere of influence we need to cultivate. Mexico needs to exercise soft power, through development and humanitarian assistance, it helps us and it also helps the region which is then not entirely dependant on the USA. I think we can both agree we should hope Trump never gets a second term. The main check on a US president during term 2 is his legacy, even George W managed to look presidential going near the end, it was the most any American government has ever supported Africa for instance. There's no telling what a second term for Trump would be like but in all fairness the guy does suck at getting things done and you know the golf trips would become even more frequent.
