there are several ways to archieve this,
-vaccines that make people infertile (moslty used in latin america)
-increase the living standards of poor countries, with this having kids there becomes unbearable (strategy mostly used in japan, china and korea)
-war (moslty used in the middle east)
-hardcore diseases (moslty used for african peoples , -HIV, ebola-)

but even after poverty and diseases african population continues to rise, the elites want africans to enjoy and know high starndards of living in europe, those african will have less kids

There are a ton of German immigrants in Switzerland so much so that Swiss people are getting frustrated that there are so many people who speak Standard German instead of Swiss German.

Swiss attract the most elite fuckers because they pay well and their job mostly are large-margin, high skilled production work on the end of the supply chain.
