Some do, some don't. SEAsians don't have a good reputation in East Asia because a lot of them are manual labourers and mail-order brides. South Chinese tend to get along with SEAsians because there is a huge overseas Chinese population there. Koreans tend to have the most negative view of SEAsians probably due to the problems arising from migrant marriages, mostly from Vietnam.

I am Thai residing in Australia. Yes, East Asians look down on Southeast Asians. Only Koreans really tend to hate them though. I think Japanese are indifferent, and Chinese actually get along with them sometimes.
