North-Centre-South is the primary division in Spain. Centre-periphery is the secondary one. The geography of the Iberian peninsula is quite peculiar since there is a big plateau in the middle of it.

But during the Middle Ages, different regions and cities within what once was Roman/Gothic Hispania had developed separately from Castile, so you ended with Galicia in the North-West, Basques in the North-Centre and Catalans in the North-East.
