Netherlands didn't just do the boats right, the Netherlands could repair a boat in a month which was unprecedented. A dutch ship could be repaired and rejoin the same naval battle later on because all Dutch crew members could swim.

The Dutch navy was made out of competent people who rose to the top through meritocracy, unlike the UK. In the UK the people at the top were nobles instead of admirals with 30 years experience.
