I have one Brazlian friend who is very white. He has blonde hair and looks completely European.
But his great grandmother was a nazi who escaped Germany so that may have something to do with it.

There is no real racial census in Latin America, and it's self reported. So that means that the blackest or most injun dude around can self identify as white and the government is forced to mark them down as such on paper.

Quotas started appearing so people are ok in identifying themselves as black or native as long they can get into university or public servant job.

Also in the '40s we received many Germans straight from Germany, so while there was a good chance the first generation stayed pure, most of the 2nd generation mixed with locals who were mixed, so by the 3rd generation they already look like light skinned mestizos.
