That's probably why. By making the site's identity semi-anonymous, and using a throwaway domain, registered through a middle man, en masse, you can reduce the chance of being fucked by DNS blocks at ISP level.
Also, they probably serve unlicensed/pirated content, so CYA.

although i don't know which site you exactly meant, one of the reasons might be pun: in japanese language numerals are often used to make puns. for example, 19 can read as iku (=cum), and so digits like 1919 (= cum cum) are often seen in porno related stuff.

My bad it's a Chinese website distributing Japanese porn which is illegal in China. Now I see why they didn't register a domain name. However a whois lookup says the IP address points to the US so maybe it's a US site catering to Chinese people with VPN?
