Jerusalem is for religious reasons, Rome and Constantinople are for other good reasons.

Kosovo is the cradle and birthplace of Serbian orthodoxy and christian traditions. The oldest Serbian churches and monasteries are located there. Today, the area is no longer Serbian - it has about 90% albanians. The Serbs are sad for this and long for older glorious times. In America you don't have this problem, as the United states is just one huge continental-sized chunk of Christian western-European culture. Chridtopher Columbus PBUH and Cortez PBUH killed most of the indians with warfare and diseases. This is why the US, Australia, Canada are so rich and prosperous today

Also, it's because they're claiming it's theirs. Kosovo has a population of almost 2 million, that's a not a small amount of people by Balkan standards.
