Coldest prefecture is not Hokkaido.
Central Japan (Nagano prefecture) has a lot of highlands, so it's the coldest. Also, central Japan gets more snow than Hokkaido

Not really, Nagano got heavy snow and is pretty damn cold but the heaviest snow is in Aomori and the coldest is central Hokkaido. Probably Rikubetsu or Asahikawa.
