Developing wasn't the point. Britbongs live in literall hell on earth so that + their high population density made people eager to move away and actually settle everywhere and fund nice places to live in. We have a good climate and were underpopulated pretty much from the start because of the reconquista, to the point we had to ask people from our back then central european domains to come HERE to help with the repopulation of entire towns so the mindset wasn't the conquering of new lands to run away from the mainland, they were meant for exploitation. To make the mainland more prosperous.
