If anything it made it worse. Sure he killed lots of potential pro-refugee activists and won lots of sympathizers, but the norwegian government tightened the anti hate crime and hate speech laws even more and started watching far right parties and far right monetising.
Also a lot of norwegian people are white shaming now and even more tolerant to immigrants than ever before.
