He definitely wasn't wrong. Vietnam was a lot of things, certainly it was more than one war, but Ho knew that above all it was a war of attrition and that the West's resources were finite because they had to maintain the will to fight a foreign war that they could withdraw from at any time. So a lot of the decisions he made related to holding the line and delaying until that will eroded.
