If you want a perfect UNSC it should be

U.S. and Russia keep VETO powers
China, France, the U.K. have limited VETO (can only veto decisions that do not directly affect them)
Germany, Japan, India, Canada. are all added to the UNSC, however no veto power, unless all 4 unanimously agree on it.

It's unrealistic expectations that's the reason we haven't reformed the UN security council, it's not meant as a UN VIP unlike what most idiots seem to think, simply as a way to bypass every single fucking intranscendent nation styate that's a member of the general asembly using its one vote to ransom the interests of other nations.

If you want a real security council a reasonably inclussive, expanded version of the G20 adding countries like Spain, Netherlands, Poland, Egypt, Nigeria, Ethiopia and Colombia would do the trick, get rid of the veto, de facto the US, Russia and China can excercise it not supporting a resolution and a region's local powers can do likewise.
