In most of the world, where eggs are not washed and they keep their natural protective barrier, yes.
In America and a few other countries? No. Going by regulations, all the eggs you buy are washed, and lack that protective layer, so they have to be cold stored

if we didn't wash them, refrigerate them, and pasteurize them I think with UV rays or whatever then we could do this. But eggs sold in the US at supermarkets have to be refrigerated

you can probably buy eggs that don't need to be refrigerated from Amish, they sell raw milk too
