I wouldn't say that Japanese people are outright xenophobic. It's more that they are very concerned with maintaining the harmony of their society, and therefore don't take kindly to foreigners who arrive in Japan and don't conform to the way their society works, and end up making an ass out of themselves. Japanese people are very kind and generous if you show them respect, and a lot of them are pretty curious about the western wold.
