mafia can mean many things.
The old school mafia is 99% dead here, and has really split into black market, gray market, and gov market.

Black market being just purely illegal stuff, like selling crack, street walkers, back page.

Gray market being massage parlors, marijuana sales, discounted cigarettes, sales/goods you can buy with money and they give you a receipt / take credit cards and pay taxes, and do out in the open with a retail store front, but you don't want to get caught by the police by doing.

Gov market- bribes "fees" for services by the government that are not advertised, but you can easily buy if your native or have connections to the community like access to websites, permit approvals, avoiding having to take in section 8 units as a landlord, getting a shitty DA against you instead of a good DA, steam rooms and saunas in the middle of the day are where to meet these kinds of people.
