Top. I'd always rather be the noisy neighbor than the person who has to deal with it. This is assuming the top bunk has the most room though.

top bunk sucks because you're usually practically right against the ceiling so you have to make sure you dont smack your head against it when you wake up. Plus unless you're already like 16 or older, its too high too jump down from so you have to take that stupid ladder

bottom bunk sucks because you can hear the springs from the mattress above you so you hear every movement he/she makes
