Even if it was true, they wouldn't hire chinese or korean with anglo nationality/citizenship. There are two main reasons they use English teachers in elementary/junior high schools. One is diplomatic reason, Japan has treaties with "friendly countries" about sharing works, they have to prepare fair jobs for foreigners. The other is they teach kids that foreigners are not demons which eat kids, this is the reason we only see White or Black English teacher in class. This is not racist to be honest because even Japanese people are tested by their appearance in job interviews or some other important point of life. You don't need to know English grammar to become English teacher in fact because even in 3rd grade in junior high schools (for 15 years olds) conversation in classes is like "How are you?" "I'm fine, thank you. And you?"
