The coat of arms has 4 representative elements of the city; from left to right, a "cuarteador" wich was the transport truck of 1880's, then you have the factories, then a docked ship and finally a paper with some tango lyrics.... All the coat of arms is surrounded by "Fileteado porteño" (those stylised lines) typical from Buenos Aires.

It symbolizes a boat. Because the city name means literally "Boat".
There's not a single river going through the city, only on the outskirts. But it definitely wasn't there when the city was given city rights in the XV century.
