I wouldn't say rare. Unusual since most people don't carry that amount of cash on them. Or if they do it is in smaller bills.

Plus some businesses won't take large bills so it's really not convenient

We in Russia have almost all our dollars in $100 bills (we use them as savings since Ruble isn't stable enough).
