It's three Western powers, the structure may seem outdated but it was a reasonable arrangement for WWII postwar
The whole point to the security council is it represents the countries with the actual power to intervene in conflicts, the one arguably missing would be Italy, not Germany (in terms of real power projection capabilities) but outside of that this is pretty much the only countries able to effectively operate anywhere in the world (this is actually more true of France and the UK today than Russia or China) who also have the diplomatic/economic clout to do so with some authority and who have nuclear capabilities.
The basic problem with the UN general asembly is every country gets a vote, which means fucking Trinidad and Tobago or Alabnia get the same say as nations with hundreds of millions inhabitants and GDPs over a trillion USD. That's the reason you get orgs like the G20, so you can actually get somethng done in world diplomacy without having to bribe every single banana republic on the planet.
It isn't fair and it's not perfect, but it's how the world de facto works.
