university rankings only strongly matter for PhDs , since the main criteria for your ranking is the number of citations your university's research gets

within the same country, the rankings will strongly correlate with student ability and potential, but if the number one engineering school in Russia is "lower ranked" than the number 20 engineering school in America, that definitely does not mean that the undergraduates at the american school are more intelligent or better at their subject on average than the ones in russia.

It doesn't really matter that much for undergraduates though. The same shit gets taught in pretty much every similar degree in different universities and you are generally expected to self study things to a geat extend in tertiary education.
The rankings only matter in terms of signaling (graduating from more prestigious uni or programme looks better in resume), chance to make connections and employment prospects for researchers. I'd be fucked in life even if I graduated from Harvard since I'm an autist with shitty work ethic.
