Look at the map I just posted. Now remember that only about 15% of those murders are ever solved. Now look at the chart I'm positing here, and consider that the developed-world murder rate is between 0.3 per 100,000 (Japan; Singapore) and 1.7 (Canada).

It really IS that bad in the bad parts of the US. Don't delude yourself. Look at the actual numbers. If Baltimore were a true first-world city with a competent police force, it would have around 6 murders PER YEAR - not 344. 344 is warzone level.
